[NEWS] BUHARI REJECTS FOUR BILLS PASSED BY NATIONAL ASSEMBLY; GIVES REASONS

PRESIDENT MUHAMMADU BUHARI HAS REJECTED FOUR BILLS RECENTLY PASSED BY THE NATIONAL ASSEMBLY.

BUHARI’S DECISION TO WITHHOLD ASSENT TO THE CORPORATE MANSLAUGHTER BILL, 2018; NATIONAL CHILD PROTECTION AND ENFORCEMENT AGENCY (NCPEA) BILL, 2018; AGRICULTURAL CREDIT GUARANTEE SCHEME FUND AMENDMENT BILL, 2018; AND THE COURTS AND TRIBUNAL STANDARD SCALE OF FINES BILL, 2018, WAS CONTAINED IN SEPARATE LETTERS READ OUT BY THE SENATE PRESIDENT, BUKOLA SARAKI, ON TUESDAY.

FOR THE NCPEA BILL, 2018, BUHARI SAYS ALL THE PROPOSED RESPONSIBILITIES OF THE PROPOSED AGENCY ARE CURRENTLY THE STATUTORY RESPONSIBILITIES OF THE FEDERAL MINISTRY OF WOMEN AFFAIRS.

WHILE FOR THE COURT AND TRIBUNAL STANDARD SCALE OF FINES BILL, 2017, THE PRESIDENT EXPLAINED THAT THE PROPOSED STANDARD SCALE OF FINES APPEARS TO BE AMBIGUOUS, AS IT DOES NOT CLEARLY STATE THE MANNER BY WHICH ANY GIVEN OFFENCE FALLS UNDER A PARTICULAR LEVEL ON THE SCALE.
